Abstract
U današnje globalizacijsko vrijeme, mnoge se zemlje ne mogu prilagoditi nastalim promjenama što dovodi do velikih financijskih gubitaka, koji se odražavaju na ekonomski, ali i socijalni život. Zemlje tada najčešće traže pomoć od temeljnih, globalnih ekonomskih institucija. Jedna od tih institucija je i Međunarodni monetarni fond. Cilj Fonda je da pomogne zemljama koje je zahvatila ekonomska i financijska kriza. Fond tako razvija model primjene programa kojima se potiče gospodarski rast i veća stopa zaposlenosti. Da bi uspješno djelovao, Fond mora imati odgovarajuća sredstva i zajmove, a svi načini posuđivanja u obliku sredstava i zajmova su privremeni izvori financiranja koji dolaze s kamatama. Takav način djelovanja je stvorio velike opreke u mišljenju brojnih stručnjaka. Brojni kritičari ističu kako je primjena MMF-ovih programa neuspješna, mjere su prerigorozne i zanemaruju društveni kontekst. S druge pak strane, za veliki broj zemalja su se programi Fonda pokazali kao uspješni te su uvelike pomogli u transformaciji pojedinih zemalja. Velika svjetska kriza je zahvatila zemlje Srednje i Istočne Europe 2008. godine, te su se mnoge od njih našle u velikim problemima. Posljedice su bile toliko velike da se u pojedinim regijama još uvijek osjećaju. Mnoge su zemlje tada bile primorene zatražiti pomoć Fonda te su se za njih kreirali specifični programi. Veliki broj programa je bio uspješan te je doveo do napredka, ali isto tako postoje i slabije uspješni programi, što ne znači nužno da je to odraz loše formiranih MMF-ovih programa, nego je djelom odraz krize globalnih razmjera. Sukladno svemu navedenom, može se reći da uspjeh i način implementiranja Fondovih programa prvenstveno ovisi o samoj zemlji i stanju u kojem se svjetsko tržište nalazi.
Abstract (english)
In today's globalization era, many countries can not adapt to the resulting changes, leading to large financial losses that reflect on economic and social life. Countries are now seeking help from fundamental, global economic institutions. One of these institutions is the International Monetary Fund. The Fund's aim is to help the countries affected by the economic and financial crisis. The Fund is thus developing a model of programs that stimulate economic growth and higher employment rates. To be successful, the Fund has to have the appropriate funds and loans, and all means of borrowing in the form of loans and loans are temporary sources of interest income. Such a way of action has created great opposition in the opinion of many experts. Numerous critics point out that application of IMF programs is unsuccessful, measures are prerogative and neglect the social context. On the other hand, for a number of countries, the Fund's programs proved to be successful and have largely helped transform the individual countries. The world crisis hit the Middle East countries in 2008, and many of them found themselves in major problems. The consequences were so great that some regions still feel. Many countries were then forced to seek assistance from the Fund and specific programs were created for them. A large number of programs have been successful and have led to progress, but there are also less successful programs, which does not necessarily mean that this is a reflection of badly formed IMF programs, but is partly a reflection of the global scale crisis. In accordance with all the above, it can be said that the success and the way of implementing the Fund's programs depends primarily on the country itself and the state of the world market.
