Abstract
Komunalna naknada, rješenje i ovrha su zakonom određena prava lokalnih zajednica gradova i općina. Sve lokalne zajednice provode ih u svrhu punjena vlastitog proračuna isto tako ta sredstva imaju i svoju namjenu. Sredstva dobivena iz komunalnih naknada trebaju se utrošiti u svrhe koje su Zakonom određene. Na lokalnim samouprava je težište da se ta sredstva i utroše. Međutim lokalne samouprave ta namjenska sredstva ipak utroše u druge „opravdane svrhe“. Koliko je to potrebno i koliko su opravdane ovisi o samim lokalnim samouprava. Isto tako i za neplaćanje dospjelih obveza, lokalna samouprava ima zakonsku snagu donijeti rješenje ovrsi prema dužniku za neplaćanje duga. Prema Zakonu lokalne samouprave imaju širok spektar ovlasti, Zakonsku snagu te su prilično samostalne u donošenju odluka.
Abstract (english)
Communal fee, settlement and enforcement are legally defined rights of local communities of cities and municipalities. All local communities implement them for the purpose of filling their own budget, as well as having these resources. The funds received from utility fees should be spent for the purposes determined by the Act. At local self-government, the focus is on spending these resources. However, local self-government funds these funds to other "justified purposes". How much is needed and how much is justified depends on the local self-government itself. Likewise, for non-payment of outstanding liabilities, local self-goverment has teh statutory power to issue a custodial order to the debt debtor. According to the Law Self-Goverment there is a wide range of powers, legal force and are quite independent in decision-making.
