The paper focuses on general regulations and control their legality as segments of the administrative procedure law. This paper presents the basics of the general regulations, their definitions, the basic classification and characteristics with special emphasis on the general regulations of local governments. It describes the legal nature of general regulations, the difference between internal and external general regulations, the legal effect of general regulations and judicial review of general regulations. Following basic concepts of this paper, it process judicial review the legality of general regulations, describes the types of administrative disputes and the course of evaluation of their legality, therefore, treatment Croatian Supreme Court when assessing the legality, proceedings for the purposes of technical commitments, the concept and the possibility of suspension of proceedings, methods of decision making of accepted requests to review the legality of general regulations and the consequences of the annulment of the general regulations. The paper also presents some practical examples Croatian Supreme Court in support of covered topics.
