Abstract
Ciljevi ovog završnog rada temelje se na utvrđivanju teorijskih odrednica, karakteristika i značaja javne nabave, tj. funkcioniranja procesa javne nabave u Europi te, posebice, u Republici Hrvatskoj. Predmet istraživanja u ovom radu je analiza sustava javne nabave u Republici Hrvatskoj u tri godine: 2008., 2014. te 2018. godini. Rezultatima istraživanja može se doći do zaključka kako javna nabava predstavlja vrlo važan segment gospodarstva zemlje. Nadalje, dokazana je i važnost praćenja Zakona o javnoj nabavi u cijelom procesu javne nabave, što rezultira unaprjeđenjem kvalitete poslovanja cijelog sustava. Uz pojednostavljenje cijelog procesa javne nabave, njegovo korištenje donosi i određene nedostatke. Međutim, više se ističu prednosti pa se nedostaci korištenja sustava javne nabave, pored tih prednosti, zasjenjuju. Ono što je najvažnije zaključiti iz ovoga rada jest da svaka zemlja, pa tako i Republika Hrvatska treba konstantno unaprjeđivati i usavršavati sustav javne nabave kako bi poslovala što bolje i uspješnije.
Abstract (english)
The goals of this final paper are based on establishment theoretical entries, characteristics and importance of public procurement, ie. functioning process of public procurementin Europe and, especially, in Republic of Croatia.The case of this research is system of public procurement's analysis in Republic of Croatia in three years: 2008th, 2014th and 2018th. With results of research it can be conclude that public procurement presents very importatant segment of state's economy. Furthermore, the results also prove the importance of monitoring the Law on Public Procurement and, as a result, the quality of whole system increases. Also, besides the entire public procurement process simplification, its usage implies disadvantages. However, there are more highlighted advantages so disadvantages of public procurement's system, next to these advantages, overshadow. What is the most important to conclude from this paper is that every state, and so Republic of Crooatia, needs to improve the system of public procurement constantly because of even better and successful business.
