The administrative procedure is a set of procedural rules that determine the mode of operation of public administration when it decidesabout the rights and the obligations of certain entities in the so-called administrative matters, or when it adopts an administrative act. In Croatia, after the independence, the Law on General Administrative Procedure Act (APA) was brought. It was replaced by the new General Administrative Procedure Act coming into force on 1 January 2010, and today it is valid. The procedure is initiated at the request of the party or the procedure is taken against the party which has the right to participate in the proceedings in order to protect their rights and legal interests. The parties in the administrative procedure are the subject of this final paper, which consists of three main parts. Parties of the proceedings can be active, passive or incidental, and important assumptions contributed to the party's action are a party to proceedings, procedural capacity and party legitimacy. Procedural actions can be preformed by someone else instead of party with submitted proof of the power of attorney. As the procedural actions of the parties against the decisions of public law bodies appear remedies that may be regular and extraordinary. Their review is also the part of this final paper.
