Abstract Državna uprava se ustrojava radi obavljanja izvršnih, upravnih, lokalnih ili regionalnih poslova. Ustrojava se kao skup državnih tijela ili organa, formiranih u jedinice unutar tijela. Državna uprava se dijeli na: tijela državne uprave, pravne osobe s javnim ovlastima, jedinica lokalne, područne/regionalne samouprave. ... More radnog mjesta i vremena kao i rad s građanima i strankama. Poslovi državne uprave su propisani Zakonom o sustavu državne uprave, gdje se navodi da su poslovi neposredna provedba zakona, donošenje prijedloga zakona i drugih propisa, rješavanje u upravnim stvarima, provedba upravnog nadzora, obavljanje upravnih i stručnih poslova i dr. U Hrvatskoj je ukupno 20 ministarstava, 6 državnih ureda, 7 upravnih organizacija, te uredi državne uprave su prvostupanjska tijela u županijama. Svim tim tijelima državne uprave upravljaju određeni službenici kao što su ministri, ravnatelji, predstojnici te njihovi zamjenici. Za obavljanje poslova u državnoj upravi potrebna je djelatnost uredsko poslovanje koje je propisano Uredbom o uredskom poslovanju. Uredsko poslovanje jest skup pravila i mjera u postupanju s spisima. Uredsko poslovanje koriste subjekti u državnoj upravi, tijela državne uprave, stručne službe RH, Sabor i Vlada, stručne službe Ureda predsjednika RH, stručne službe drugih državnih tijela, službe lokalne i područne samouprave, pravne osobe koje imaju javne ovlasti. U tijelima državne uprave ustrojava se pisarnica u kojoj
određeni profesionalni službenici obavljaju radnje propisane Uredbom o uredskom poslovanju, kao što su primanje, pregledavanje, razvrstavanje, upisivanje i dostavljanje u rad spisa. U sklopu pisarnice osniva se i pismohrana koja preuzima spise na privremeno čuvanje, a nakon toga spisi se odabiru i stavljaju na trajno čuvanje u arhiv. Arhivom upravlja službenik ravnatelj. Pravilnik o uvjetima smještaja, zaštite, obrade arhivskog gradiva broju i strukturi stručnog osoblja govori o idealnom radnom prostoru i koliko stručnih djelatnika treba raditi u arhivima. Arhivska služba jest kulturna djelatnost koju obavlja Ministarstvo kulture. Službenici i namještenici rade u državnoj upravi na raznim poslovima od interesa za zajednicu. Zakon o državnim službenicima, Zakon o državnim službenicima i namještenicima u lokalnoj i regionlnoj samoupravi te Zakon o radu utječe na podjelu javnih službenika. Less
Abstract (english) The state administration is organized to perform executive, administrative, local or regional affairs.It is constructed as a set of state bodies or organs, formed within units within the body. The state administration is divided into: state administration bodies, legal persons with public authority, local, regional self-government units. State administration activities are regulated by the Law on the State Administration System, which states that the activities are direct implementation of the law, making proposals for laws and other regulations, solving administrative matters, carrying out administrative oversight, performing administrative and professional affairs.
In Republic of Croatia, a total of 20 ministries, 6 state offices, 7 administrative organizations, and state administration offices are first-instance bodies in the counties. All these civil workers are governed by certain officials, such as ministers, directors, principals and theirdeputies. To carry out affairs in the state administration, an office business activity is required, as required by the Office of Business Administration (Regulation).
Office Business is a set of rules and measures in dealing with the files. Office business is used by state administration bodies, state administration bodies, the Croatian expert service, the Parliament and the Government, expert services of the Office of the President of the Republic of Croatia, expert services of other state bodies, services of local and regional self-government, legal persons having public authority.
In the bodies of State administration establishes the Registrar's Office in which a particular professional civil workers carry out the actions prescribed by regulation of the Office's business operations, such as receiving, viewing, sorting, the type and delivery of the work's writings. As part of the Registrar's Office, a Registrar's depository office is also established, which takes the files for temporary custody, after which the records are selected and put on permanent custody in the archives. The archive is managed by the principal officer.
The Ordinance on the conditions of accommodation, protection, processing of archival material and the structure of expert staff , speaks of the ideal work space and how many professional staff should work in the archives. The archival service is a cultural activity performed by the Ministry of Culture. Officials and employees work in state administration on various matters of interest to the community. The Law on Civil officials, the Law on Civil officials and Employees in Local and Regional Self-Government and the Labor Law affect the division of public officiars. Less
