International organizations are created by association of states founded on the basis of international agreement “constitution” of the organization. It has its permanent organs and personality separated from the one of member states, as well as its own scope and functions. As subjects of international law, the international organizations themselves can have their permanent and occasional representatives from other entities or countries and organizations. The establishment of the United Nations, which is the most important organization in the world has led to a number of regulations on their privileges and immunities. These rules are included in the contracts, “constitutions” of relevant organizations, in the special conventions which organizations conclude with its member states, in the agreements between the organizations and the state where they have their headquarters and where buildings and offices of an organization are situated. International officers are persons which in the diplomatic capacity are acting on behalf of an international organization. There acting is subjected exclusively to an international organization and not to the country. Their international legal situation is mainly based on the contract law and because of that international officers in each state have only those rights and privileges to which that state has agreed to the accession of the relevant contract. Unlike countries that have absolute immunity, officers of international organizations enjoy immunity only while performing official function so-called functional immunity. In international practice, we distinguish four types of privileges and immunities of international organizations and their officers: immunity from the jurisdiction of the authority of each state, the inviolability of buildings and archives of the mission of the international organization, fiscal and monetary benefits and correspondence freedom. These basic provisions (regulations) are elaborated in two conventions: Convention on the privileges and immunities of the United Nations in 1946. and Convention on the privileges and immunities of the specialized agencies of the United Nations in 1947.
