Abstract
U radu se obrađuju učinci uvođenja neposrednog izbora načelnika u sustav lokalne samouprave u Republici Hrvatskoj. Uvođenje neposrednog izbora (grado)načelnika u gradove i općine kao jedinice lokalne samouprave nastalo je kao odraz težnje za izravnom participacijom građana u radu javnih tijela na lokalnoj razini, dakle kao odraz demokratskih načela. Značajnu ulogu u uvođenju neposrednih izbora načelnika imao je nizak odaziv birača na lokalnim izborima 2005. godine. Neposredni izbori mijenjaju odnos moći izvršne i predstavničke vlasti na lokalnoj razini osnažujući legitimitet i autoritet načelnika i gradonačelnika kao tijela izvršne vlasti. Rezultati rada prikazuju kako se očekivane dobrobiti neposrednog izbora načelnika u pogledu participacije građana na izborima, smanjenju stranačkog utjecaja i jačanju stabilnosti lokalnih vlasti nisu ostvarile u Hrvatskoj ili su ostvarene tek djelomično.
Abstract (english)
The final paper discusses the effects of the introduction of direct election of mayors in the local government system in the Republic of Croatia. The introduction of direct election of mayors into cities and municipalities as local government units has been created as a result of a need for a direct participation of citizens in the work of public bodies at the local level, thus reflecting democratic principles. A low voter participation in the 2005 had an important role in the introduction of the direct election of mayors. Direct elections changed the balance of power of the executive and representative government at the local level, by empowering the legitimacy and authority of the mayors as executive authorities. Study results show that the expected benefits of direct election of mayors in terms of citizens' participation in elections, the party's influence and strengthening the stability of the local government have not been achieved in Croatia or have been achieved only partially.
