Human rights and fundamental freedoms are every persons basic rights acquired by birth and therefore called natural rights. The development of human rights goes back to the time of different antique civilizations and philosophical schools such as Greek and Roman. After the atrocities in World War II, the necessity for human rights protection at the international level arose and consequently in 1948 the Universal Declaration of Human Rights was proclaimed. It is one of the most important international documents concerning human rights protection. Human rights and fundamental freedoms in the Republic of Croatia are regulated in Title III of the Constitution of the Republic of Croatia, being divided into common regulations, personal and political freedoms, and economic, social and cultural rights. In case of violation of human rights and fundamental freedoms, the possibility of filing a constitutional complaint to the Constitutional Court of the Republic of Croatia serves as a means of protection. The Constitutional Court is a body outside the regular and specialized judiciary system which protects the foundation of the constitutional system of a democratic state founded on the rule of law.
