Abstract
Predmet ovog rada je konstrukcija kompozitnih indeksa te primjena kompozitnih indeksa u mjerenju regionalne razvijenosti, uz poseban naglasak na indeks razvijenosti u Republici Hrvatskoj. Indeks razvijenosti je temeljni instrument regionalne politike u Republici Hrvatskoj te se koristi za ocjenjivanje razine socioekonomskog razvoja i za ocijenjivanje stupnja razvijenosti jedinica lokalne i regionalne samouprave. Sam način izračuna indeksa razvijenosti mijenjan je više puta. Različiti metodološki pristupi mogu dovesti do značajno različitih vrijednosti kompozitnog indeksa, a time i do različitih kategorizacija u smislu potpomognutih područja. U radu je uspoređeno više načina izračuna indeksa razvijenosti uključujući trenutno važeću metodologiju temeljenu na Mazziotto- Pareto pristupu. Također, dana je usporedba klasifikacije potpomognutih područja prema različitim metodologijama.
Abstract (english)
The aim of this paper is to analyze the methodolody for constructing composite indices, and especially, to examine the application of composite indices in measuring regional development with a special emphasis on the development index in the Republic of Croatia. The Development Index is a fundamental instrument of regional policy in the Republic of Croatia and it is used to assess the level of socioeconomic development of local and regional government units. The methodology for calculating the Development Index in the Republic of Croatia has been changed several times. Different methodological approaches can lead to significantly different values of the composite index, and therefore different categorizations in terms of assisted areas. In this work, several ways of calculating the development index, including the current valid methodology based on the Mazziotto-Pareto Approach, have been comapred. Moreover, this work provides a comparison of the classification of assisted areas according to different methodologies.
