The problem with international law is the difficulty to enforce it, and the only body claiming universal jurisdiction is the United Nations Security Council. The United Nations is an international organization founded in 1945, and promoting and encouraging respect for human rights and for fundamental freedoms for all without discrimination. Peacekeeping by the United Nations is used to create the conditions for lasting peace. One of the most important goals is maintaining and securing international peace and security. The Preamble to the Universal Declaration of Human Rights of 10 December 1948 emphasizes that 'recognition of inherent dignity and equal and inalienable rights of all members of the human family is the foundation of freedom, justice and peace in the world. The cornerstone of UN activity has been the Universal Declaration of Human Rights adopted by the UN General Assembly on 10 December 1948 and was approved without a dissenting vote. The United Nations system has successfully generated a wide range of international instruments dealing with the establishment of standards and norms in the field of human rights.
