Reforms are innovation of the existing administrative system of a country. Their final goal is to increase the institutional capacity of a country to successfully deal with public issues. Administration in the modern sense occurs in Europe in the 17th and 18th centuries and changes by the transformation of society as a whole. In developing the administration recognizes 5 tendencies: the tendency to increase the administrative organizations, the tendency toward differentiation of administrative organizations, tendency towards professionalization administration, the tendency toward limiting compulsion in the administration, the tendency toward computerization. Further development of the administration can be traced through the 5 period : a) modernization of feudal administration, b) public administration civil Croatian, c) the Croatian administration in the Kingdom of SHS and the Kingdom of Yugoslavia, d) the Croatian administration during World War II, and e) Croatian administration in the Socialist Federal Republic of Yugoslavia and Federal People's Republic of Yugoslavia. Public administration in Croatia has the characteristics of state administration-strictly centralized, bureaucratic government unrelated with the citizens and entrepreneurs. Croatian modernizing reforms of the public administration has begun. Reflected in the adoption of the Public Administration Reform Strategy, decentralization, promoting local and regional development, changes in the state administration (preparation of a new law on general administrative procedure, the project of functional review and preparation of the law on salaries of civil servants) and in efforts to establish a holistic system of administrative education. They adopted a strategy of development of public administration 2014th-2020th document that sets long-term goals and guidelines for the modernization of public administration in the Republic of Croatia. Its goal is to provide timely, reliable and high-quality public services to users in order to create the incentive business environment and as a prerequisite to ensure higher living standards for all citizens.
