Abstract
Ujedinjeni narodi međunarodna je univerzalna organizacija koja okuplja države svijeta, a čiji je osnovni cilj održavanje međunarodnog mira i sigurnosti. Organizacija se satoji od šest glavnih organa (Opća skupština, Vijeće sigurnosti, Ekonomsko i socijalno vijeće, Starateljsko Vijeće, Međunarodni sud, Tajništvo), te velikog broja odbora, komisija, fondova, specijaliziranih ustanova i dr. Glavni organ je Opća skupštinau kojoj su zastupljene sve države članice i gdje svaka ima jedan glas. Vijeće... More sigurnosti, koje se sastoji od 15 članova, snosi najveću odgovornost za osiguranje mira i sigurnosti u svijetu. Pet stalnih članica ima pravo veta na odluke. Odluke su Vijeća obvezatne za sve države članice.Vijeće za ekonomska i socijalna pitanja surađuje s brojnim specijaliziranim i nevladinim organizacijama. Ono ima funkciju pomoćnog organa Opće skupštine i Vijeća sigurnosti. Međunarodni sud glavni je sudbeni organ Un-a i najvažnije međunarodno sudbeno tijelo čije su odluke obvezatne. Tajništvo, odn. Glavni tajnik administrativni je organ UN-a, ali ima vrlo bitnu ulogu. Predstavlja UN, priprema proračun, upravlja financijama, te radi prema uputama Opće skupštine, Vijeća sigurnosti i drugih tijela. Reforma Ujedinjenih naroda tema je već dugi niz godina zbog toga što nije bila u mogućnosti obaviti svoj osnovni cilj - spriječiti ratove između država. I to prvenstveno zbog blokade Vijeća sigurnosti i nedostatka sistema. Organizacija je od svog osnutka prisiljena prilagođavati se i savladavati nove izazove. Jedan od problema je i široka mreža različitih tijela i programa gdje često dolazi do preklapanja nadležnosti i aktivnosti, a time i do nepotrebnog trošenja sredstava. Less
Abstract (english)
The United Nations is a universal international organization that brings together the countries of the world, and whose main objective is the maintenance of international peace and security. The organization consists of six main organs and a large number of boards, commissions, funds, specialized agencies and others. The main body is the General Assembly with representation of all member states and where each has one vote. The Security Council, which is composed of 15 members, bears primary... More responsibility for ensuring peace and security in the world. The five permanent members have veto power on decisions. Council decisions are mandatory for all member states. Economic and Social Council is working with a number of specialized and non-government organizations. It functions as a subsidiary organ of the General Assembly and the Security Council. The International Court of Justice is the main judicial organ of the United Nations and most important international judicial body whose decisions are mandatory. Secretariat is the administrative organ of the UN, but has a very important role.The reform of the United Nations was theme for many years because it was not able to perform its primary objective - to prevent wars between states. This is primarily due to the blockade of the Security Council and the lack of system. The organization was forced to adapt to and overcome new challenges since its inception. One of the problem is the wide network of different bodies and programs where often there is overlapping jurisdiction and activities, and thus to unnecessary spending. Less
