Electronic media in their reporting and action must protect the fundamental human rights of every person. Particularly this applies to children belonging to vulnerable social groups. Their rights in the Republic of Croatia are protected by international documents, of which Croatia is a party, in particular the Convention on the Rights of the Child and the national laws which protect the right to the protection of privacy, dignity and honor of every child in the electronic media. This final paper presents and analyzes all legal aspects of the protection of minors in electronic media. In order to better analyze the regulatory framework for the protection of minors, it is necessary to clarify the underlying concepts and to state all the emerging forms of services and programs that occur in electronic media. Since different groups of programs are not clearly defined in terms of their adverse impact on the physical, mental or moral development of minors in electronic media, programs can be divided into 4 basic groups. In the first group are programs whose presentation has no negative impact on the development of juveniles. The second group includes those programs that are likely to be able to undermine the physical and mental development of the juvenile. The third group of programs are those who can seriously undermine the physical and mental development of the juvenile. The fourth group of programs is those whose displaying ZEM ( The Electronic Media Act) has banned under all audiovisual media services. An essential element of the protection of minors in electronic media from harmful content is the concept of media literacy. This issues is addressed in a larger sense by the European Commission Recommendation with a view to promote the independence of public media, raising awareness of tolerance, diversity of human rights, protection of minors and helping users to make information-based decisions.
