Expulsion is an institute of public law whereby a public authority based on a law-based authoritative act for the purpose of achieving a general interest which must be undoubtedly determined,concerns the right of individual property with the obligation to give full compensation, which is carried out when in another, milder manner, it is impossible to reconcile public and private interest. The goal of cumming is to realize a general interest. For this reason, the Croatian Expropriation Act stipulates that the expropriation may be carried out when it is considered that the use of real estate for which the expropriation is proposed to be used for new purposes will be greater than the one obtained by using this property in the present way, of interest to the Republic Croatia and can not be achieved in a lazy way for the owner.
