The European Union's Common Foreign and Security Policy (CFSP) was established in 1993 and has since been strengthened by the Treaties that followed, most recently by the Treaty of Lisbon. Since the entry into force of the Lisbon Treaty in 2009, the role has changed significantly. The powers of the institutions are being expanded, new bodies and institutes are being set up to work on the security of the Union and the Member States. It was established by the Treaty on European Union (TEU) with the aim of preserving peace, strengthening international security, promoting international cooperation and developing and consolidating democracy, the rule of law, respect for human rights and fundamental freedoms. This Treaty introduced a "three-pillar system", with the CFSP being the second pillar. While common positions and joint actions shaped the responses of the common foreign policy. Under the influence of World War II and the wave of communism that was spreading European countries were willing to integrate militarily to defend their sovereignty, the issue of political union and common foreign policy seemed visionary, cooperation was based on market creation. The role of the Treaty defined the objectives of the CFSP and adopted a novelty: a single institutional framework for coherent external relations, a defined concept of a common position and the inclusion of defense. According to Article J. of the Treaty on European Union, the objectives of the common foreign and security policy are: "the protection of common values, fundamental interests, independence and the Union, strengthening the security of the Union and its Member States United Nations, the principles of the Helsinki Final Act and the objectives of the Paris Charter, the promotion of international cooperation, the development and consolidation of democracy and the rule of law, and respect for human rights and fundamental freedoms.
