AbstractVažnost javne uprave za funkcioniranje političkih,ekonomskih i društvenih procesa dolazi do izražaja u pogledu pripreme tranzicijskih zemalja za pristupanje EU, a javna uprava i njezine slabosti za nošenje sa zahtjevima europske integracije dolaze u središte pažnje. Tranzicijske su se zemlje suočile sa neadekvatnošću svojih javnih uprava u promijenjenom političkom,ekonomskom i kulturnom okolišu, a upravne reforme uvelike su zaostajale za političkim i ekonomskim reformama. Stoga, pitanje upravnih kapaciteta postaje jedan od ključnih uvjeta za pristupanje tranzicijskih zemalja

Parallel abstract (English)The European administrative space is a central concept in the discussions on trends in European governance. Although the EU has no codified powers of national public administrations of the Member States or else there is no legally regulated European model of governance, through the process of expansion union to countries in transition from the early 1990s to develop the standards of administrative capacity at European and national level. In this sense, it talks about the creation, development and institutionalization of a common European Administrative Space. The importance of public administration for the functioning of political, economic and social processes is expressed in terms of the preparation of the transition countries to join the EU, and the public administration and its weakness in dealing with the requirements of European integration come into the spotlight.
