Abstract
Tema ovog završnog rada je „Analiza i planiranje državnog proračuna u Republici Hrvatskoj“. Državni proračun je akt kojeg donosi Hrvatski sabor, a kojim se procjenjuju prihodi i primici te utvrđuju rashodi i izdaci za jednu godinu, u skladu sa zakonom. U Republici Hrvatskoj je donošenje državnog proračuna jedan od najvažnijih financijskih, ali i političkih događaja u godini. Ministar financija i njegov najuži tim suradnika ulažu veliki napor u informiranje javnosti o proračunu kako bi svi građani bili upoznati s njegovim ciljevima, ali i o tome s koliko novca država raspolaže. Sektor za izvršavanje državnog proračuna u okviru svoje djelatnosti surađuje sa Sektorom za pripremu proračuna i financiranje jedinica lokalne i područne (regionalne) samouprave. Ovi sektori zajedničkom suradnjom obavljaju razne poslove koji se odnose na normativno uređenje računovodstva, sastavljanja financijskih izvještaja, provođenje kontrolinga te, u konačnici, izrada nacrta prijedloga zakona o izvršavanju državnog proračuna i drugih zakona.
Abstract (english)
The theme of this final paper is “Public budget analysis and planning in the Republic of Croatia”. State budget is file enacted by Croatian Parliament with the main purpose to estimate revenues and to determine expenses for the one year, in harmony with Law. In the Republic of Croatia, making the state budget is one of the most important financial but also political events of the year. The finance minister and his team of associates make a great effort to inform the public about the budget so that all citizens are familiar with its goals and how much money the state has. The sector for state budget’s implementation, in the frame of its activities, collaborates with Sector for state budget’s preparation and local and regional self-government’s financing. These sectors, with common cooperation, perform different jobs what refer to normative arrangement of accounting, financial report’s compilation, using controlling and, ultimately, making of plan of law proposal about state budget’s and the other law’s implementation.
