Abstract
Elektronska uprava je način organiziranja i mogućnosti odgovora na zahtjeve građana, intenzivnim i strateškim korištenjem informacijsko - komunikacijskih tehnologija u unutrašnjem menadžmentu javnog sektora kao i u svakodnevnim odnosima sa građanima i drugim korisnicima javnih usluga. Iz perspektive tehnologije, pojam e-uprave odnosi se na uporabu informacijskih tehnologija od strane javne uprave, a koje imaju moć promijeniti odnose s građanima, poduzećima i drugim granama javne uprave. Elektronički potpis znači skup podataka u elektroničkom obliku koji su pridruženi ili su logički povezani s drugim podacima u elektroničkom obliku i koji služe za identifikaciju potpisnika i vjerodostojnosti potpisanoga elektroničkog dokumenta. Potpisnik je osoba koja posjeduje sredstvo za izradu elektroničkog potpisa kojim se potpisuje, a koja djeluje u svoje ime ili u ime fizičke ili pravne osobe koju predstavlja. Politika informacijskog društva usmjerena je na razvoj i usavršavanje korištenja informacijsko-komunikacijskih tehnologija (IKT) u svrhu bolje kvalitete života te stimuliranja rasta, kompetitivnosti i radnih mjesta u EU. Politika informacijskog društva počinje se kao cjelovita politika razvijati u EU sredinom 1990-ih, s tim da se pojedini elementi razvijaju i ranije, posebno u području telekomunikacija te istraživanja i razvoja IKT. Problem digitalne podjele uočen je kao jedan od temeljnih prepreka na putu razvoja u cjelovito informacijsko društvo, kako na globalnom nivou, tako i u Europskoj uniji. elektronska uprava; elektronski potpis; informacijsko-komunikacijska tehnologija, digitalna podjela
Abstract (english)
E-government is a way of organizing and responsiveness to citizens' demands, intensive and strategic use of information - communication technology in the internal management of the public sector as well as in everyday relations with citizens and other users of public services. From the perspective of technology, the concept of e-government refers to the use of information technology by the public administration, which have the power to change the relationship with the citizens, businesses and other sectors of public administration. Electronic signature is a set of data in electronic form which are attached to or logically associated with other data in electronic form which are used to identify the signer and the authenticity of the signed electronic document. Signer is the person who possesses the means to create an electronic signature that is signed and which acts in its own name or in the name of a natural or legal person he represents. Privacy Information Society is aimed at the development and improvement of the use of information and communication technologies (ICT) in order to better quality of life and stimulating growth, competitiveness and jobs in the EU. Privacy Information Society begins as an integrated policy development in the EU in mid-1990.
