AbstractPočetak lokalne i regionalne samouprave je vidljiv u samim začetcima Hrvatske. Može se reći da se i lokalna, ali i regionalna samouprava u Hrvatskoj mijenjala s vremenom. U novijoj povijesti, Zakonom o područjima županija, gradova i općina, Republika Hrvatska je podijeljena na 20 županija. Različite zemlje u Europi imaju zbog svoje veličine, broja stanovništva, ekonomskog statusa imaju i različite jedinice lokalne samouprave. Za komparativni prikaz, zbog svoje specifičnosti lokalne samouprave, odlučeno je da se uzmu ove države: Njemačka, Francuska, Velika Britanija, Poljska i Danska. Tako Njemačka djeluje na principu 237 kotara i 87 nezavisnih gradova. U Francuskoj, koja je inače prilično centralizirana zemlja, osnovne jedinice samouprave su općine, odnosno komune. Drugi stupanj lokalne samouprave čini 100 departmenta, a na višoj razini su 22 regije. Velika Britanija je kolijevka lokalne samouprave te se kao prvi teritorijalni okvir lokalne samouprave navode župe. Engleska je podijeljena u 53 okruga, međutim u Velikoj Britaniji djeluju distrikti kojih ima ukupno 369 te imaju iste zadatke kao i okruzi, ali su prilagođeni potrebama svakog distrikta. U Poljskoj su jedinice lokalne samouprave podijeljene na općine, kotareve, a zatim vojvodstva. Za Poljsku je specifično da dio općina ima status kotara. U Danskoj općine samostalno održavaju svoje upravne poslove uz nadzor države te bi upravo Danska bila primjer zemlje s najrazvijenijim sustavom lokalne samouprave.

Parallel abstract (English)First local and regional self-government is seen at the early beginnings of Croatia. Local and regional self-government have many variations in past. In nerly past law about area of local units, towns and county share Croatia on 20 countys. Different states in Europe, because different sizes, inhabitants number, economy have different local units. For comparative review because many specifility of local self-government, it was decided to take this states: Germany, France, Great Britain, Poland and Denmark. Germany have 237 districts and 87 indenpendent cities. France is very centralizet, basic local units are communes. Second stage counts about 22 regions. Great Britain is cradle of local self-government and the first territorial units are parish. England have 53 countyies, but in Great Britain act districts which has 369 and they have same tasks as county but they are adjusted to needs of each district. In Poland local self-governtment is separated on countys, districts and duchyes. Poland is specific because same countys have same tasks as district. Denmark local units their own tasks carry out themselves but with state help. For that reason Denmark is state with most developed local and regional self-government.
