Abstract
Polupredsjednički sustav je model ustrojstva vlasti,oblik parlamentarizma poremećene ravnoteţe u korist izvršne vlasti. Oblikovao se unutar parlamentarnog sustava. Dok je u čistom parlamentarnom sustavu vlada i njezin predsjednik temeljno, funkcionalno i jedino tijelo izvršne vlasti, pa je ona stvarno monistička, a formalno dualistička, u polupresjedničkom sustavu oba tijela izvršne vlasti (drţavni poglavar i vlada) imaju i pravno i zbiljski ustavne ovlasti, pri čem su ovlasti predsjednika republike veće i odlučujuće, uz činjenicu da ga neposredno bira narod, što ga čini i ustavno i politički moćnijim od vlade, pa on de facto postaje šef izvršne vlasti.
Abstract (english)
The semi-presidental system is a moon of devotion, the form of parliamentarism of the disturbed balance in favor of the executive. It was shaped within the parliamentary system.
