In the legal sense, the concession is a license to carry out some activity subject to special approval, and concessions are bilateral legal relations, which means that they always develop between the two parties, is between the concessionaire and the concessionaire. In Croatian law, it is necessary to carry out preparatory actions prior to the granting of the concession, and preparatory actions are particularly considered to be: the appointment of a concession expert commission, the development of a justification for granting a concession or a concession analysis, the assessment of concession value and the drawing up of bidding documents. In order to build a concession relationship, in addition to the concession decision, it is necessary to conclude a concession contract defining the rights and obligations of the concessionaire and the concessionaire. The concessionaire is obliged to continuously monitor the work of the concessionaire and the performance of its obligations under the concession contract. In the Republic of Croatia, other regulations, such as the Maritime Law and Seaports, are being applied by the Law on Concessions.
