Abstract
Učinkovita javna uprava jedan je od preduvjeta za odvijanje i unaprjeđenje poslovne aktivnosti u zemlji. Do učinkovite i moderne javne uprave dolazi se nizom reformi koje se planiraju za dugoročno razdoblje. Vidljivo je da javna uprava ne uživa povjerenje građana, te su joj potrebne korjenite promjene. Problema u javnom sektoru ima previše, te je odmah potrebno krenuti sa reorganizacijom. Temeljitom analizom dobili bismo uvid gdje su nam promjene najpotrebnije i najhitnije. Svrha samog rada je upravo ta da se vidi gdje su najveći problemi javnog sektora, te da se izmjenama Zakona, ljudima u upravi, strožim nadzorom i kontrolom, digitalizacijom napravi da javna uprava bude učinkovita, te da uistinu postane servis za potrebe građana.
Abstract (english)
Effective public administration is one of the preconditions for conducting and improving business activity in the country. Efficient and modern public administration is achieved through a series of reforms that are planned for the long - term. It is clear that the public administration does not enjoy the trust of the citizens, and that it needs radical changes. There are too many problems in the public sector, so it is necessary to start immediately with the reorganization. A thorough analysis would give us an insight into where the changes are most needed and most urgent. The purpose of this paper is to establish where are the biggest problems of the public sector, as well as to make public administration more efficient: through making changes to the Law, with people in the administration, digitalization, stricter supervision and control, so that public administration can truly become a service for citizens.
